Ministry seeks to install new division in charge of sanctions implementation
SEOUL, April 16 (Yonhap) -- South Korea's foreign ministry is pushing to expand a team in charge of enforcing U.N. Security Council (UNSC) sanctions against North Korea to create a new division, Seoul's foreign ministry said Tuesday.
The move comes amid a recent increase in the number of ships suspected of engaging in illicit ship-to-ship transfers to North Korean vessels of oil and other items banned under the international sanctions regime.
The ministry put on public notice a proposed revision to the existing enforcement regulations regarding its organizational structure, which the government legislation ministry has been poring over to see if there are any legal problems.
Currently, the sanctions team is under the director for disarmament and nonproliferation supervised by the director general for nonproliferation and nuclear affairs. Should the team be expanded, the number of its personnel that has stood at five or less is likely to double.
Some observers argue that the envisioned expansion of the team might be a response to Washington's emphasis on tighter sanctions enforcement to pressure Pyongyang to renounce its nuclear program.
The ministry is also pushing to increase the number of divisions covering the Asia-Pacific region by one to three to beef up diplomacy with key partner countries in the region, including the 10-member Association of Southeast Asian Nations (ASEAN).
At present, the Northeast Asian Affairs Bureau and South Asian and Pacific Affairs Bureau are covering the Asia-Pacific region.
Reshaping the current structure, it seeks to form an Asia-Pacific affairs bureau in charge of diplomacy related mainly to Japan and trilateral cooperation involving South Korea, China and Japan. For China and Mongolia, it plans to install the Northeast Asia affairs bureau. In addition, it is pursuing an ASEAN affairs bureau.
The bureau dedicated to ASEAN affairs highlights Seoul's push to cement relations with the regional bloc, which is an increasingly crucial partner for South Korea due to its geopolitical value, growth potential and rich resources.
The ministry expects the reorganization process to be completed by early May following required internal procedures, including Cabinet deliberations.

아세안국도 새로 만들어…북핵·의전·국민외교 분야 직원 증원키로
외교부[연합뉴스 자료사진](서울=연합뉴스) 현혜란 기자 = 외교부가 중국 업무를 전담하는 국(局)과 유엔 안전보장이사회(안보리)의 대북제재 이행을 담당하는 과(課)를 신설한다.
외교부는 지역국 개편과 수출통제·제재담당관 신설 등의 내용을 담은 직제 시행규칙 개정안을 입법 예고했다고 16일 밝혔다.
개정안에 따르면 동북아시아국과 남아시아태평양국 등 2국 체제이던 대(對) 아시아 외교 조직은 일본·호주·인도 등을 담당하는 아시아태평양국, 중국·몽골 등을 담당하는 동북아시아국, 아세안(ASEAN·동남아시아국가연합) 10개국을 담당하는 아세안국 등 3국 체제로 확대된다.
기존 동북아국은 일본 등을 담당하는 동북아1과, 중국 등을 담당하는 동북아2과, 몽골 등을 담당하는 동북아3과로 구성돼 있었는데, 중국과 일본에 대한 외교 업무를 1개 국에서 다루기 벅차다는 지적이 꾸준히 나왔었다.
외교부 당국자는 "각종 협력 사업과 현안이 산적한 중국과 일본 업무를 분리함으로써 미국·중국·일본·러시아를 모두 별도의 국에서 담당하게 된다면 주변 4국 대상 외교역량이 강화될 것"이라고 기대했다.
아세안 전담국을 신설하는 것은 정부가 중점을 두고 추진하는 신(新)남방정책을 실질적으로 뒷받침할 수 있게끔 외교적 인프라를 구축하기 위한 조치다.
외교부는 아울러 유엔 안보리 대북제재 이행을 담당하는 원자력·비확산 외교기획관실 산하 군축비확산담당관실의 제재수출통제팀을 별도의 과로 승격해 수출통제·제재담당관을 새로 두기로 했다.
제재수출통제팀은 안보리 대북제재 관련 사항을 국내 관계 부처에 알리고, 제재 위반 사항이 포착되면 관련 부처와 협의 후 안보리 산하 대북제재위원회에 보고하는 등의 업무를 맡고 있다.
이 팀을 과로 확대하는 것은 유엔 안보리 비확산 제재 이행 업무, 남북협력사업에서의 제재와 관련된 부분 검토, 국제수출통제업무 등 다양한 분야에서 업무 수요가 급증한 상황을 종합적으로 고려한 것이라는 게 외교부의 설명이다.
외교부 관계자는 "이번 조직개편으로 안보리 결의를 체계적이고 충실하게 이행할 뿐만 아니라 제재의 틀 내에서 남북협력사업을 원활하게 추진하는 데 기여할 것으로 기대한다"고 말했다.
이밖에도 외교부는 북핵, 의전, 국민외교 분야에서 근무할 본부 직원 27명과 공관 직원 15명 등 총 42명을 증원할 계획이다.
이번 직제 개정안은 법제처 심사와 차관회의, 국무회의 등을 거쳐 다음 달 초 확정될 예정이다.
